Case 30 - Rachel's First Case
Born 1983, M, from Atlanta,Texas, United StatesRachel McCabe entered the 169th precinct. She stopped at the dispatch office. “Could you tell me where the Special Investigation Division Office is?” asked Rachel, to Ola, who was the day shift dispatcher. Ola told her where the office was located. She thanked Ola and went down the hall to the detective’s office.
Rachel entered the detective’s office and introduced herself as the new Commanding Officer of the Special Investigation Division. She sat down and everyone in the room had a confused look on their faces. “J.P. is not going to like this,” whispered Inspector Harvey Lucas to Inspector Rebella Lucas. Harvey was not aware that he spoke loud enough for Inspector J.P. bullet to hear what he was saying as he entered his office. “What am I not going to like and who are you?” asked J.P. “I am Rachel McCabe, the chief hired me to be the commanding officer of the Special Investigation Division,” said Rachel getting up to shake J.P.’s hand. He shook her hand and set down, which was a surprise to everybody in the room because they were expecting a knock down drag out between J.P. and Rachel.
J.P. and Tina Bullet were having lunch together. “I am very proud of you,” said Tina. J.P. smiled at her but did not know what she was talking about. “You took what happened like a man and that makes me love you even more,” continued Tina. J.P. still did not understand what Tina was rambling on about. “What are you talking about?” asked J.P. “The way you handled it whenever you found out that they had hired Rachel to be the Commanding Officer of the Special Investigation Division,” Said Tina. “We are a team and we may not agree with every decision that is made, whether it is an assignment or someone that is hired by the chief, but one thing we never do is work against each other,” said J.P.
Kathleen Diamonds, sister of Inspector Rebella Lucas and Tiffany Shofner, daughter of Mayor Hershell Shofner were walking down Park Place Avenue. They were going to look in Magical Boutique for a prom dress. A black van pulled up beside them, a passenger in the van grabbed the two girls and the van sped away.
Mayor Shofner was having a meeting with the city department heads when his secretary came into the room. “Can’t you see I am busy?” Mayor Shofner asked. “Yes, Mr. Mayor, but I just got a call from someone saying they had your two daughters and if you wanted to see them again, you will meet their demands of two million dollars by 7:00 P.M. tonight,” said Mayor Shofner’s secretary. “Excuse me, just a minute,” said Mayor Shofner getting out of his chair. He closed the door as he walked outside the meeting room. “Are you telling me that someone took Tiffany?” asked the mayor. “Yes, Mr. Mayor and your other daughter too,” said Mayor Shofner’s secretary. “I only have one daughter,” said Mayor Shofner, who was thinking it was someone playing a prank. Then he remembered that Tiffany had told him that she and Kathleen were going to look for a prom dress. He went back in the meeting. “The meeting is adjourned, I have some business to take care of,” said Mayor Shofner.
Mayor Shofner went to his office and called the 169th Precinct and requested to speak to Inspector J.P. Bullet. He was not aware that Rachel McCabe was the Commanding Officer of the Special investigation Division instead of Inspector Bullet. He told J.P. that Tiffany and Kathleen had been kidnapped and were being held ransom for two million dollars. J.P. had the conversation on speaker phone so everyone in the detective office would know what was going on.
“Oscar, you will get with the mayor and see if you can arrange a phone call with these people; Harvey, if we make contact you will run a trace to see where they are; J.P. and Tina, you will do the drop off,” said Rachel. Harvey and Oscar left the detective’s office. Then Rachel started thinking that maybe someone had seen something, or the suspects may have left a clue. “Conner and Rebella, I want to canvas the area and see if you can find any clues or witnesses. Rebella and Conner got up to leave and Dowzer, the robotic police dog, stood up and started going towards the door. “What about Dowzer?” asked Rebella. In all her years of law enforcement Rachel had never worked for a department that had a robotic dog. She did not know how to answer Rebella’s question. Finally J.P. answered the question. “Take him with you,” said J.P.
Detective Oscar Mallet and Inspector Harvey Lucas met with the Mayor. Harvey got the equipment set up so that when the kidnappers called, they would be able to trace the call.
Rebella and Conner were walking down Park Place Avenue with Dowzer on a leash. Something caught Dowzer’s attention and he would not move. “Come on boy,” said Rebella. Dowzer would not move he kept staring at something across the street. Rebella kept pulling on his leash trying to make move. Dowzer started barking and started running towards the other side of the street. Two men saw Dowzer and they took off in separate directions. Dowzer started chasing one of the men. “Looks like Dowzer needs back-up,” said Rebella. “You follow Dowzer, I’ll get the other guy that is running,” said Conner. Rebella ran in one direction and Conner ran in the other. Dowzer caught the one he was chasing by the leg, dragged him to the ground and held his leg in his mouth until Rebella caught up with them. Rebella pulled out her handcuffs. “Put your hands behind your back,” said Rebella. The suspect had no choice but to do what he was instructed. Rebella put the subject in handcuffs and Dowzer let go. She helped the suspect to his feet, and then did a pat down. She felt something in his pocket. “What is this?” said Rebella reaching in to his pocket and pulling out a bag of crack. “Good boy!” said Rebella patting Dowzer. Rebella, Dowzer, and the suspect walked back to the car where conner was waiting with the other suspect. “This guy had crack on him,” said Rebella. “I found some on this one too,” said Conner.
The kidnapper that had abducted Kathleen and Tiffany called the Mayor’s office with instructions on where to make the drop. The mayor had them on the phone long enough for Harvey to run a trace. After the mayor hung up, Harvey called the precinct and told Rachel where the call came from.
“Harvey traced the call back to 61128 Norfolk Street,” said Rachel. “Do you think it would be worth our time going over there?” asked Tina. “I think so, but we won’t have enough time to go over there and do the drop,” said Rachel. “Conner and Rebella could do the drop,” said J.P. Rachel took out her cell phone and asked J.P. for Rebella’s number. She called Rebella and told her the change in plans. Rebella told her that they had two suspects and they would pick up the empty briefcase just as soon as they had the suspects in lock-up.
Rachel, J.P. and Tina went to 61128 Norfolk Street. They drew their service revolvers and approached the house. Tina got on the right and Rachel got on the left side of the door. They were fixing to make entry when J.P. noticed a wire connected to the window. “Stop and get away from the door!” shouted J.P. Rachel and Tina moved away from the door and J.P. motioned for them to get further back. He reached down and picked up a rock and threw it through the window. When the rock broke the window the house exploded into flames. Tina and Rachel came up to where J.P. was standing. “That was close,” said Tina. “I am fixing to call the precinct and have them dispatch the fire department,” said Rachel walking towards the car.
Conner, Rebella, and Dowzer went to the location of the drop off. They were walking along and all of sudden, Dowzer stopped. He raised his head towards a building and started barking. “Something is wrong,” said Rebella. Dowzer broke loose from Rebella and started running. Rebella and Conner started following, stopped beside some barrels and lay down. Rebella was getting very uncomfortable with Dowzer’s strange behavior. Then they heard gunshots. Rebella and Conner took cover behind the barrels. They drew their service revolvers as the suspects fired at them from the building. They aimed towards the roof of the building and returned fire. They missed the suspects and the gun battle began. It lasted until the suspects ran out of bullets and fled the scene.
Rebella, Conner, and Dowzer returned to the precinct. “Please tell me you got the Mayor’s daughter,” said Rachel. Rebella sighed. “No, it was a trap and if it had not been for Dowzer we could have been killed,” said Rebella. The telephone rang. It was the mayor wanting to know if they had rescued his daughter. He was very upset with Rachel when she told him that they had not located his daughter. The mayor hollered and screamed at Rachel and she did her best to calm him down.
“He is really mad,” said Rachel as she hung up the phone. “He does not know it but we are dealing with some dangerous people,” said Rebella. “And they are probably planning their next move as we speak,” said J.P.
